Dr. Abdellah al- Mislimani, Lawyer at the Court of Cassation (Qatar) and International Law Adviser
Bio: Dr. Abdullah Al-Maslamani obtained a masters degree in International Law from the UK in 1984. He received a PhD in International Law from the University of London in 1989 and worked in the Ministry of Foreign Affairs of the State of Qatar in the diplomatic corps since 1976 where he held the General Secretary position until 1989. He was appointed Director of the Technical Department at the General Secretariat of the Council of Ministers in 1989.
He served as the Secretary-General of the Council of Ministers since 1995. He has been appointed as the Chairman of the Standing Committee for Legislative Affairs since 2001. He taught at Qatar University as a visiting professor and was also a member of the Qatar University Council for a period of three years starting from 1995. He was an agent of the State of Qatar before the International Court of Justice between 1997 and 2001. He attended the two sessions of the United Nations General Assembly in 1978 and 1979.
He is also a member of the International Jurists Association and the author of several legal books in different fields, such as the Cooperation Council for the Arab States of the Gulf Law and International Law.
Dr. Sheikh Thani Bin Ali Al Thani, lawyer at the Court of Cassation (Qatar) and a representative of the State of Qatar in the Arbitration Court of the International Chamber of Commerce.
Bio: Dr. Sheikh Thani bin Ali Al Thani is a lawyer who has attained an excellent and distinguished position in the field of law and arbitration. He holds a PhD in commercial law from Cairo University. He is a member of the Conciliation and Arbitration Committee of the Qatar Chamber, and an active member of the Lawyers Association in the State of Qatar.
He received a masters degree from the Arab Academy and a doctorate degree from Cairo University. He also holds an international arbitrator certificate from the Qatar Chamber of Arbitration where he built a distinguished experience. He took many legal courses specializing in civil and criminal law. He also participated in many specialized legal seminars and meetings, and has distinguished experience in many legal fields. Dr. Sheikh is also a legal advisor and agent for many Arab and foreign embassies in the State of Qatar, and for many leading local and international companies.

Bio: Haider Ala Hamoudi is the Dean and Nippert Professor of Law at the University of Cincinnati College of Law. He holds a B.Sc. from the Massachusetts Institute of Technology, and both a JD and JSD from Columbia Law School.
Dean Hamoudi is an internationally recognized scholar in Islamic and Middle Eastern law, with a particular focus on how contemporary legal actors interpret and apply Islamic principles within modern state systems—especially in the context of Islamic finance. He has published widely in leading academic journals and edited volumes and is coauthor of Islamic Law in Modern Courts and Islamic Law in a Nutshell, both of which are used in legal education globally.
Since 2018, he has served as Editor-in-Chief of the Arab Law Quarterly, helping to shape scholarly discourse on law in the Arab and Islamic worlds. As Dean, he leads all operations at the University of Cincinnati College of Law, overseeing more than 35 full-time faculty, 40 staff members, and 500 students, with a $19 million annual budget.
In addition, Dean Hamoudi previously served as a legal advisor in Iraq in 2009, supporting the Constitutional Review Committee as part of national reconciliation efforts.

Bio: Dr. Mohammad Nasser Mohammad Alamimi holds a PhD in Criminal Law and a Master’s degree in Advanced Criminal Law from the University of Poitiers, France. He also received a Bachelor’s degree in Law from Kuwait University in 2010. In addition to his work at Kuwait University as a faculty member at the College of Law since 2018 to date, Dr. Mohammad Altamimi has been the Assistant Dean for Academic Affairs and the Research and Graduate Studies since July 2024, and as the Acting Assistant Dean for Student Affairs at the College of Law since 2022, he also worked as an Advisor to the University President from 2020 to 2021. He is a lawyer before the Kuwaiti Constitutional Court and the Court of Cassation. He is also an advisor to the Ministry of Finance - State Property Sector since 2020, this is in addition to other works. Dr. Muhammad Altamimi taught various legal courses in criminal law, criminology and penal law, criminal procedure law, environmental law, and life science laws. He also supervised many Master's theses at the College of Law, Kuwait University. Dr Altamimi is a member of several committees inside and outside the university, most notably at the Ministry of Justice Committee to amend the Kuwaiti Penal Code (2020), the Committee to amend the Kuwaiti Financial Intelligence Unit (2020), the Committee for drafting the law for combating money laundering and terrorist financing in the Insurance Regulatory Unit (2021), and other various committees. He also published many comparative research studies in criminal law in prestigious Kuwaiti and international scientific journals.
Professor Douglas W. Arner Professor in Law, Hong Kong University, Hong Kong
Bio: Douglas W. Arner is the Kerry Holdings Professor of Law, an RGC Senior Fellow, and Associate Dean (Taught Postgraduate) of the Faculty of Law at the University of Hong Kong. At Hong Kong University, he co-founded and is the Director of the LLM Compliance and Regulation, LLM Corporate and Financial Law. Prof. Douglas has been a visiting professor or fellow at Duke University, Harvard University, The Hong Kong Institute for Monetary Research, IDC Herzliya, McGill University, Melbourne University, National University of Singapore, Queen Mary University of London, University of New South Wales, Shanghai University of Finance and Economics, and Zurich University, among others. He has lectured, co-organized conferences and seminars and been involved with financial sector reform projects around the world.

Bio: Mr. Ahmed Essa Al-Sulaiti serves as the Director of the Office of the State of Qatar to the World Trade Organization, World Intellectual Property Organization, and the United Nations Conference on Trade and Development. He brings extensive expertise in international law, and diplomacy, particularly in trade, intellectual property, and national security. With 13 years of experience in international negotiations, mediations, arbitrations, and strategic dispute resolution. He has held key leadership roles, including President of the Berne Union (WIPO), Chair of the WTO Committee on Anti-Dumping Practices, Vice Chair of the Berne Parliamentary Assembly, and President of the International Law Association (ILA) GCC Branch. Recently, Ahmed contributed to the drafting committee for the Design Law Treaty at the WIPO diplomatic Conference, playing a significant role in the development of international legal frameworks.
Ahmed’s expertise in Alternative Dispute Resolution (ADR) has enabled him to efficiently resolve complex disputes, fostering cooperation among diverse parties. He represents Qatar in the Dispute Settlement Body of the WTO and the European Union, providing strategic advice on various legal, diplomatic, and commercial matters.
Ahmed has published peer-reviewed articles in reputable journals, including the Arab Law Quarterly, the Journal of World Trade, and the Global Journal of Comparative Law among which 'WTO Members Can Save Their ‘Crown Jewel’: A View from the Arab World', Journal of World Trade, Vol 56, Issue 1 (2022). He holds a Juris Doctor (J.D.) in Comparative Law from Hamad Bin Khalifa University (College of Law and Public Policy), completed in partnership with Northwestern University in 2018.
