تعزيز المساواة الصحية في سلطنة عمان: دمج الثقافة الصحية والمهارات الرقمية الصحية في السياسات الوطنية
الملخص
تقترح هذه الورقة إطارًا استراتيجيًا يدمج الثقافة الصحية والمهارات الرقمية الصحية في أجندة التنمية الوطنية بسلطنة عمان دعما لأهداف رؤية عمان 2040، وانطلاقا من اعتبارهما محددات اجتماعية قابلة للتعديل، تبحث الورقة عن إمكانية دمج الثقافة الصحية والمهارات الرقمية لتعزيز المشاركة المجتمعية، والحد من الفوارق، وزيادة مرونة النظام الصحي. يتمحور السؤال البحثي حول كيفية تبني السلطنة لاستراتيجية شاملة للثقافة الصحية والمهارات الرقمية الصحية تستند إلى أفضل الممارسات الدولية مع مراعاة السياقات الاجتماعية والثقافية والأنظمة المحلية. اعتمدت الدراسة على تحليل نوعي للسياسات يستند على الأطر العالمية للثقافة الصحية، بما في ذلك دليل منظمة الصحة العالمية، وخطة العمل الوطنية لألمانيا، ونهج دورة الحياة في البرتغال، وخطة تركيا الاستراتيجية 2022-2026. كما شملت مراجعة الأدبيات الرمادية ووثائق السياسات الإقليمية لتقييم الفجوات ومستوى الجاهزية في منطقة الشرق الأوسط وشمال أفريقيا. كشفت النتائج عن فجوة إقليمية في صياغة السياسات المتعلقة بالثقافة الصحية، تتجلى في مبادرات مجزأة وقصيرة المدى وتفتقر إلى التكامل الهيكلي، لا سيما في مجال الصحة الرقمية. استجابةً لذلك، تقترح الورقة استراتيجية وطنية تتكون من سبع إجراءات رئيسية: (1) إنشاء هيكل حوكمة متعدد القطاعات للثقافة الصحية، (2) دمج الثقافة الصحية في أنظمة الرعاية الصحية، (3) تعزيز العدالة الرقمية، (4) إدماج الثقافة الصحية في التعليم الرسمي، (5) دعم المبادرات المجتمعية، (6) تطوير أطر تقييم قوية، و(7) معالجة التضليل المعلوماتي. تقدم هذه الدراسة رؤى نظرية حول دمج الثقافة الصحية والمهارات الرقمية الصحية على مستوى السياسات، بالإضافة إلى توصيات عملية مصممة خصيصاً لعمان. كما توفر إطارًا قابلا للتكرار في دول أخرى تسعى إلى دمج الثقافة الصحية والمهارات الرقمية الصحية ضمن إصلاحات صحية شاملة تركز على العدالة والمساواة.
